Yes. It's two pieces. The lid and the rest. it fully deflates. the loops for a rope are the only things that are hard plastic. The lid is one piece and the cooler is another piece and yes both can be deflated. Yes it can be deflated almost entirely flat, the only rigid parts are the cup holders and handles. No just the inflatable. You would have to provide the cooler It does not come with a hard sided cooler. I'm not quite sure why it says removable ice chest, but I used it without anything added. You don't need to buy a cooler! We didn't! Just fill it with ice & drinks! We were out on the river all day & it stayed nice & cold. But it is big enough to set a cooler inside if you wanted to! --- We put the igloo cooler in the float, not using the provided top.
