Does eBay charge for Cancelling an order?
Simply go to the Resolution Center and select "The buyer asked to cancel the order, 
or there's an issue with the buyer's address." If the buyer has paid for the item, 
they will receive a refund and you will receive a Final Value Fee refund. 
IMPORTANT: eBay states that Buyer Requested Cancelations are monitored.
